Town Council Delays Vote on Electrical Service to New Building, Wants to Avoid New Pole

Developers have not been able to get electricity to the building, an await a decision from the Town Council which has said it prefers not to have a new utility pole installed as part of the project. For the second time, the Town Council voted to table the vote on a proposed petition to put in a new utility pole on Irving Street to supply power to a new residential building on North Beacon Street. The petition submitted by Eversource is asking to install a new pole about 18 feet north of another pole on Irving Street, just south of North Beacon Street.

Town Council Will Hear About Department Budgets at 4 Budget Hearings

The Town Council will hear about the budget for each municipal department as well as the Watertown Public Schools during the Fiscal Year 2022 budget hearings, which begin May 17. Four budget meetings are planned, and the Council will hold a public hearing and vote on the FY22 budget on June 8. Unlike most years, the department heads will not be presenting PowerPoint slideshows about their department in 2021, said Council President Mark Sideris. The Department heads will be available during the hearings to answer the Council’s questions. The Town of Watertown provided the following information:

The Fiscal Year 2022 General Fund Budget, as proposed, totals $164,430,000.

Library Trustee Mike Hanlon Announces Candidacy for District A Town Councilor

Mike Hanlon. Mike Hanlon, an elected member of the Watertown Library Board of Trustees, has announced his candidacy for East Watertown District A Town Councilor. Hanlon provided the following statement:

My wife, Joyce, and I are longtime residents and homeowners of Coolidge Avenue having lived in Watertown for over 25 years. We have appreciated living in a community that is rich in tradition and deep in so many cultures where people are so respectful and friendly. I understand the importance of the quality of life for Watertown residents and it has been a wonderful experience to have been elected to four terms (a total of 16 years) as a member of the Watertown Free Public Library Board of Trustees.

After thoughtful consideration, I’ve decided to run for Town Council in District D. On Monday, May 3rd, I went to Town Hall to pull nomination papers and was thrilled to be joined by my granddaughter Eva, who turned 18 on Earth Day and registered to vote! I love Watertown and appreciate being a lifelong resident of the community. As the town grows, my goal is to help ensure a vibrant, respectful, inclusive community and to support the particular needs of District D. I am dedicated to listening to our constituents and will actively advocate for their interests, including issues of development, traffic, and transportation.

Council to Create Process to Appoint Person to Fill District D Vacancy

A vacancy in the District D Council spot will be filled by someone appointed by the remaining members of the Town Council. The opening was created when West End Councilor Ken Woodland resigned in early April to take a job that would not allow him to serve on the Council. This week, the Council discussed options for how to fill, and whether or not to fill, the open seat until the November Town Election. Because the vacancy occurred during the second year of the two-year term, the Council can appoint a replacement with a vote of six of eight members. They could also vote to hold a special election (also requiring a six-vote majority), said Town Attorney Mark Reich from KP Law.

I was disappointed to see Angie Kounelis give her notice that she was stepping down as a Town Councilor!! First and foremost Angie was special in keeping East Enders in the know on what was happening in our part of town!! But more than that she was different. She took no money at all she placed no signs on lawns. She spoke her mind and she got elected every time!! She paid attention and knew the issues like the back of her hand!

Long-Time Watertown Town Council Member Will Not Seek Re-Election in November

District A Councilor Angeline Kounelis will not be seeking re-election in 2021. A fixture on the Watertown Town Council will be stepping down at the end of her eighth term. East End Town Councilor Angeline Kounelis announced Wednesday that she will not seek re-election for the District A seat. She was first elected in 2005. Kounelis sent out an email to her colleagues and to her constituents saying simply: “Just a note to advise: I will not be seeking re-election to the position that I currently hold as the District A, East End, Town Councilor.

Town Charter Changes Proposed to Allow Council to Hire Staff, Hold a State of the Town Meeting Annually

Allowing the Town Council to hire staff to help them with their work, adding language to spell out the Council’s power, and requiring annual State of the Town meetings are some of the changes being considered by the Watertown Charter Review Committee. The Committee began looking at ways to alter the current Town Charter Tuesday, at the first meeting following their vote to keep the current form of government with a Town Council and the Town Manager serving as the executive rather than changing to one with a mayor as the executive. The Committee’s consultant, Michael Ward from UMass Boston’s Collins Center, brought up some possible changes to address concerns raised at previous meetings. One issue raised was the Council’s ability to do its work, and having enough capacity to handle the duties of the Council. One way Ward suggested to address that issue was adding a piece to the Legislative section of the charter which would allow the Town Council to hire staff to help them with areas such as research into municipal issues, financial analysis or other areas.
