After Long Process, Watertown’s Comprehensive Plan Nears Completion

The Town Council, and the Planning Board gathered with residents at the Watertown Middle School this week to put the final touches on the town’s long anticipated Comprehensive Plan. The Council and the Board presented the plan during a joint conference Wednesday, May 6. The comprehensive plan outlines the town’s goals through 2025, and is the town’s first since 1988, according to the town comprehensive plan website. The plan calls to “reinforce Watertown Square as a town center” transform Arsenal Corridor into a “dynamic mixed-use-corridor.”

The town original aimed to have the plan completed in 2013, but the process took longer than expected, Steve Magoon, Director of Planning and Development said. The Planning Board and the Town Council will vote on the proposed plan at upcoming meetings.

2 Documents that Will Shape Watertown’s Future Will be Discussed Soon

Two documents that will have a major impact on Watertown’s future will be discussed in public meetings. 

The Planning Board will hold a public hearing to continue discussion of the Design Guidelines & Standards. This document includes proposed changes to the Watertown Zoning Ordinance and will add new rules for major residential and commercial developments in town (find out more here). The meeting will be held on Thursday, April 30 at 7 p.m. in the Town Council Chamber. The Town Council and the Planning Board will get together for a public hearing on the Comprehensive Plan. This document sets out a vision for the town’s future in several categories, including land use, transportation, housing, economic development, open space, natural resources, historical and cultural resources, public services, and energy.

Comprehensive Plan Looks at How to Make Use of Charles River

The Charles River provides a place to stroll, see nature and even commute, and town officials looking at the Comprehensive Plan draft discussed whether it could also be a place to dine or have more active recreation. A joint meeting of the Planning Board and the Town Council’s Economic Development and Planning subcommittee was held last week to continue reviewing the Comprehensive Plan – a major planning document that will help shape what Watertown will be like in the future. The river could be a place for more town residents to enjoy and even draw people from outside of town. Town Councilor Vincent Piccirilli said that will not happen on its own. “It is not good enough to just be next to a body or water,” Piccirlli said. “You have to give people things to do.”

Some have talked about finding a place along the river to put a restaurants.

Officials Debate Best Way to Encourage Businesses Using Comprehensive Plan

The town’s Comprehensive Plan should work to attract businesses in industries like biotech, high tech and design, as well as look at ways to attract and keep small businesses, Watertown officials reviewing the document said. Members of the Planning Board and the Town Council’s Economic Development and Planning subcommittee waded through the Economic Development section of the Comprehensive Plan this week. One of the goals looks at attracting the booming businesses seen around Kendall Square in Cambridge and around the Boston area.  This includes industries such as biotech, life sciences, information and media, and design and engineering. One way the town could attract biotech firms is by gaining a “platinum” rating from the Mass.

Board Sends Housing Section of Comprehensive Plan Back for Overhaul

The Housing section of the Watertown Comprehensive Plan focuses too much on affordable housing and does not have a clear stance on what kind of residential developments should be built in town, said the boards reviewing the plan. Looking at the goals in the housing section of the Watertown Comprehensive Plan, the members of the Town Council’s Economic Development and Planning Committee and the Planning Board said the recommendations focus too much on creating affordable housing and not enough on what kind of housing should be added. Town Councilor Susan Falkoff said she has heard differing views from residents. “Do we want families or do we not want families,” Falkoff said. The large developments with mostly one- and two-bedroom units tend to attract single people or childless couples.

Council, Planning Board Worry Comprehensive Plan is Too Specific

As they started to delve into the draft of the 200-plus pages of the Watertown Comprehensive Plan, members of the Planning Board and Town Council said some of it has too many details that could lock the town into something that does not make sense. The group, made up of the Planning Board and the Council’s Economic Development and Planning subcommittee, looked at the vision statement and the Land Use portion of the plan on July 14. Some of the things that worried them was that some of the goals had specific numbers for how to change zoning or building requirements. Planning Board Chairman John Hawes said he is not comfortable the statement in the Arsenal Street Corridor section saying that residential projects with frontages right on the street should be allowed, as well as the statement that the setback should be reduced from the current 25 feet. “I think that needs more discussion,” Hawes said.

Town Council, Planning Board to Begin Examining Comprehensive Plan

The Comprehensive Plan will get a thorough examination by the Planning Board and a subcommittee of the Town Council beginning Monday, July 14. The joint meeting of the Planning Board and the Economic Development and Planning subcommittee will be held at 7 p.m. in Town Hall inside the Council Chamber. The meeting is the first of three scheduled to go over the details of the document that will help shape the future of Watertown. Other meetings will be held July 21 and August 18, and will also be in Town Hall. The first meeting does not have a set agenda, Planning Board Chairman John Hawes said during a board meeting last week.

Residents Invited to Give Input on Watertown Comprehensive Plan

Come share your thoughts about the draft of the Watertown Comprehensive Plan, specifically the Land Use section of the plan, on Monday, June 30. Town Councilor Tony Palomba sent out the following announcement about the meeting:
You are invited to a meeting to discuss the draft Comprehensive Plan and development in Watertown on Monday, June  30 from 7:00 PM to 9:00 PM in the auditorium at the Apartments at Coolidge School, 319 Arlington Street in Watertown.  Parking is available at the back of the complex. The discussion will focus on the Land Use chapter of the Comprehensive Plan, the developments pending on Arsenal Street, and the moratorium recently initiated by a citizen petition.
